Actually it was because of a very well kept secret within NORAD and the DoD after the cold war ended when the decision was made to dramatically scale back the US Air Force's SAC (Strategic Air Command).
Before 911 there were only seven alert sites left in the United States, each base had only two fighter aircraft on 24 hr alert.
So most people are shocked to know the United States of America, the most powerful military force in the world only had 14 fighter planes on duty to protect our entire 19,000 miles of borders.
When you read the play by play events of the morning of 911, a lot of the conspiracy feelings will leave your mind. You can basically tell it was just another case of complete blunders and incompetence created by a multitude of agencies all out of sync with what was occuring.
