From my understanding of this, this is not a CCBill issue, the client has chosen a unique way to present affiliates their linking codes to them through their affiliate site. I had not checked if that system is or is not working correctly

If an affiliate were to sign up to the program and go into the CCBill admin to pull the linking codes, the codes would be correct.
