Virtually any host will do the same if you're on a shared plan, especially when they're overselling their boxes. As a simplified example, imagine there are 20 people hosted on the box that you're on. That means each user get 5% of the processing capacity. Now if you use up 15% of the processing capacity, you're negatively affecting everyone else on the box. They'll can you way before you get close to using a terabyte of transfer.
Check out real hosts like Webair or ISPrime. For a terabyte of transfer (~3 mbps), you're looking at paying bare minimum $100/m. Dreamhost is offering you the same amount of transfer for $6/m. Don't you find that kinda fishy? They pay a lot more than $6/m for a terabyte of bandwith, so they're banking on the fact that you'll never use anywhere near that.
