Chameleon Partner Account Requester doesn't count sites from TGP and MGP database twice... seems like you take in mind the same ones couple of times if you have them in both sections. also I have noticed that DB of AS counts the sites just about the same way..
If I would follow that math when counting sites in DB of Chameleon Submitter than Chameleon would probably have approximately around 54.000 sites
