Okay, a couple of things:
1 - the 16 year old cannot legally enter into the contract, her parents would have to sign for it. So there is always an issue here.
2 - non-nude under 18 models, while legal, are a very very bullshit way to make money. You know you are playing to pedos at that point without a doubt, no normal person will pay money to see a 16 year old standing around in tight jeans and crop tops.
3 - In the UK, many of the models that appear topless in the newspapers (Page 3 girls) in the past have been under 18. It wasn't illegal.
Non-nude for me has always been a CP keyword, and I really don't like promoting any of those sites, even if the model is over 18. Most of the sites i have seen with over 18 models often specifically don't mention the model's age, attempting to play the "she is so young she won't get naked" card, playing to the people in point 2 above.
As Mark said, just because we are porn people don't mean that we cannot have morals.
