Looking for entry level hosting, again...

Hi people, once again I am looking for some ?entry? level hosting. Since it is just a little project of mine, I?d like to keep the costs low. Here is what I would be needing?
  • Apache
  • mysql 4.x.
  • php4 (or higher, but not php5). (with Zend Engine v1.3.0 and Zend Optimizer v2.5.10 / 2.6.0).
  • php libraries required: GD2.x with JPEG support, FTP support enabled
  • ZendOptimizer 2.5 or newer to run encrypted php files
  • perl Image::Magick module (5.5.7 or newer) Image::Magick installed as perl extension, not as run-time (convert) version.
  • tar, gzip (from shell only)
  • wget (accessible from apache as well)
  • Apache/PHP configuration: Permissions to execute shell commands through php code (i.e. exec(); system(); and chmod must be allowed). Running of php scripts through the php executable is also required.
  • Apache/PHP configuration: PHP installed as a module, not as CGI (Server API: Apache)
  • Apache/PHP configuration: php must be installed as CLI too, CLI version must be compiled with Zend Optimizer
  • Apache/PHP configuration: Ideally, safe mode should be off (both as a local and master value).
  • Apache/PHP configuration:allow_url_fopen should be on
