Not so much about the amount of guns, more about all the riff-raff allowed to have them.
"Everyone" has a gun in Norway, either a H&K G3 / MP5 / Glock from the army, a hunting rifle or a shotgun. Yet the amount of shootings is very limited. Some clown blows his head off every now and then, usually around christmas, but thats about it.
