 Gracias... When you ctrl click the layer name it adjusts to acting on the entire picture (all layers are treated equally)... So if you use a filter or use the Image | Adjustments options, you are going to effect all of the layers, not just the one you have selected. Do it again and you revert back to just that layer. You will also notice the title bar of the picture changes to reflect this:
Layer 0 RGB/8
or 
RGB/8
