Member submitted content is a real issue if the content is hardcore - new 2257 regs would mean that they would be the primary producer, and would have to conform to those regulations (including publishing an address for them as the custodian of records). If you cannot prove who the content comes from, there is the potential that you would become the defacto primary producer, and without records you are taking on a butt load of responsibility.
Nobody has been whacked on 2257 yet really, so it is an unknown risk.
