Why does soda taste different depending where you are?

I think I've got it narrowed down to the water it was made with, thats really the only thing I can think of. If you have a Coke in San Diego, Chicago, Miami, Cancun, and Costa Rica every one will taste a little different. Changes in the formula or creation process really don't make any sense... so my guess is different ingredient sources, meaning water. I don't know if the syrup would be any different because each distribution center may have to purchase the concentrated syrup from the main distribution center.

Any ideas? Anyone work for a soda or even beer company?
