No, it can't really. Do you believe in the existence of the Saturn V rocket or the space shuttle, or Houston mission control, etc.. because the government said so? No, you believe in these things because they are real and they exist beyond any reasonable doubt.
There is far too much transparency with regards to this issue for 'the government' to control the information.
Lots of people will come in this thread and say things like "open your mind" and "you're all sheep" etc.. and suggest websites and books and all kinds of things.
I suggest that anyone who is really leaning towards believing these insane theories should study things like Logic, the Philosphy of thought and basic Scientific methods. This will give you objective, unbiased tools to analyze hypotheses and theories and make you comfortable in your ability to dismiss obviously crack-pot theories without emotion that clouds otherwise rational thought.
