Lets break this down.

needs to be indicates a third person. If he had said "TexasDreams
needs to be launched to the moon with not enough air for the return trip." would you have said it was a death threat? No doubtfull. You would of taken it for what it was.
Not only that, but that is only the first part of the sentence.
