The "glass" window had a circular hole cut in it, hidden by the hollowed wall below. When the newspaper goes up, so does the plexiglass, putting the hole behind the newspaper.
The "open" sign was attached to the wall, not the glass, allowing it to stay stationary, and creating the illusion that the glass was staying still when in fact it was moving up and down.
