I was seriously thinking pre-cooked foods, (from costco, or any grocery store) and then just microwaving it and serving with chips and salsa.

If your business model calls for teh cheap route then by all means cosco is the way =))
I always wanted to open a Mexican restaurant with the like the best most expensive tacos and hot sauces in the world like higher endy tequilas and food...My tacos are not cheap =)
