From time to time you may come across a method in which you have some level of certainly that a page of yours will be shown to the viewer from a search engine listing just how you desire such a page to be shown. Meaning the way you use the above mentioned headers h1 and h2 in place.
I utilize the url widexl to view how a search engine might display a page if listed.
The only time I had noticed something similar to your findings was when one of my own pages listed on the search engine with only the description of hyper links shown was when I only had a list of links on that page in question.

In closing, I'm 110% sure that somebody with greater knowledge of how to better answer your question other than myself would give you a true indication on what might be happening in your situation.
