I wouldn't say that this is targeted towards towards anyone but fans of comedy. If you were to follow that theory you'd have to say that:
Happy Gilmore was for Golfers and Golf Enthusiasts
Kingpin was for Bowlers
The reality is that NASCAR is America's sport. Being an educated Northerner I used to shun the concept of the round and round. Until I decided to open my mind and experience it. I had more fun at a NASCAR race than I did at any other sporting event that I've ever been to.
It's so very simple and easy to relate to. Though the NASCAR of today is far more Hollywood than it was 30 years ago it still comes down to raw talent. There is no BS. You win, you get paid.
