Well the real "public" who invests are mutal funds...
The most important for an IPO is the size of the company, as many funds don't like to invest their money in more then 100 companies and at the same time never buy more then 10% of shares... So to get attention of mutual funds the company must be about 1 billion worth, as the budget of most of these fonds is around 1 billion.
Making an IPO is the thing that can revolt the company by providing it with capital to aquaire other companies. So if you have a chance...
