Based on my attorneys advice, it was his advise to avoid revshare type agreements since that can construe that you're a partner into a casino, offshore or not is irrelevant. Pay per signup, pay per click, pay per impression and selling the traffic through a third party (like adsense) were all deemed much safer than revshare. Of course even these are still risky, but not as risky as revshare.
