Many local energy companies have built neutral networks that providers can sell services over.
DSL is still the main form of access for most people. But if you live in the right area you can get great access for not so much money.
100Mbps is $80/month for me. There's supposed to be a 300GB/month limit though, but that hasn't worked for quite a while.
