I've been there 3 times and if you're careful you can enjoy a few hours out but I would recommend that you stay on your guard. 7 hours isn't much time and depending on what time you arrive it may not makes sense to travel out at all.

That being said, I remember some excellent food, great shopping and I enjoyed the hand carved woodwork every where. Be prepared, the city smells of the old VW bugs. At least it used to.

Whenever I'm in a not so friendly country alone I prefer limos over taxis. The ones that have stands and take credit cards at the airport. Leaving a record of your departure gives them big incentive to get you back safely. You may find that hiring a car for 4 hours is not very expensive and worth the effort.

The cops get paid about the same as janitors. They're expected to feed their families through kick backs. Keep most of your money hidden away but some odd number like $22 easily accessible in your wallet. If you need to pay a fine on the spot it will be the exact amount in your wallet.

Also, if something makes you feel uneasy, pay attention.

If you don't act like a victim then you will be fine. If you don't know what that means then stay at the airport.
