No its not safe at all. They've been having a big problem down there with foreigner's safety.
I was at the Mexico airport once, and stupidly wearing an expensive gold watch with a short sleeve shirt and noticed a couple hooligans start following me around. I walked back to the terminal and stood near a Federales Officer that had a machine gun.
