They are required. I'm a texan never been to that ranch but close by..

As far as i know ( although i could be wrong on this ) the quail they were hunting are wild quail

Trout dont require stamps i dont think , but other species of fish do, and it wouldnt matter if your on private property or not if you had unstamped fish on a boat , you would either get a fine or have your boat and fishing equipment seized..

I have had pletny of run ins with fish an game officers, and they dont "setup" appointments and treat you all nice and cushy , these guys follow/enforce rules.. maybe i just got the 500 mean fish and game officers and cheney got the 1 nice one..
