Hi the processors are not the most important part...a gig ram
should be enough....however keep in mind if you compile apache
with a changed hard server limit in httpd.h to handle more
simultanious connections it will eat some memory....apache
loves memory.

The scsi disks are cool IDE work too. Prevent as much logging
as possible....if you don't really need it turn it off....If you really
have to write logfiles on a separate disk to keep read/write
access on 1 disk as low as possible.

If you only have 1 disk do it at least on a seperate partition.
If you run linux save the money on 1 processor...SMP still
sucks on linux....yes it improved but it's not worth the money
Buy 2 seperate network card....Intel or 3com that way you
can use the second card for an IP on which you connect for
uploading and maintenance...Make sure you put enough fans
in the box....servers run 24H good cooling can prevent hardware
failure.

Good boards that last a lifetime are chaintech....and they're
dirtcheap aswell....else go for Asus but chose a board without
20 addons like sound and make sure the board supports 1Gig
ram....some boards don't weird enough
