You're in a country, you do something there, your government is responsible to a greater or lesser degree. That government presides over your actions. Whether you agree with the government or not and vice versa. Those countries involved had it's citizens engage in an action or actions that resulted in global conflict. Each government should address the issue with an apology but not as an excuse.

The stimulus-response reaction by the Islamic public is evident that they're upset. A calming word or two from each government explaining their viewpoint and an apology that they didn't mean to offend isn't backing down. It's addressing the issue and perhaps a better step to educating the muslim world that whether they agree or like it or not this is how our societies conduct themselves. And that goes both ways. If the toons were meant to be derogatory I can understand the turmoil, yet from what I've seen they weren't derogatory. It's not like when I grew up in the 60's and 70's and they still ran cartoons on kids shows with derogatory attacks against every ethnic group there is.
