Actually there is and has been a government madate for fuel economy, and manufacturers are supposed to make sure a certain % of the automobiles sold meet a certain standard (or perhaps it was the entire fleet of cars sold in a year has to have a certain overall average mileage), which is why there are very few american sportscars (that typically get poor mileage) being manufactured except for a few high end models that most people cannot afford.

However that regulation has never applied to trucks (and SUVs etc), which at the time these regulations were passed were considered mainly work vehicles.

The auto manufacturers used this loophole to start turning trucks into something more appealling to mass consumers and the government never cought up with new regulations to close the loophole.
