Just like you, "this is the job and this is how much it pays." Take it or leave it. I don't have a problem with agents, but it's a flat fee and we talk to the girl.
And if I'm dealing with an agent and I have a girl flake. I expect to be able to pick up the phone and say, "The job pays this amount and send over somoene."

Well this area is fairly conservative to a point. This is no joke, when I called the papers to advertise after taking over the recruiting, they told me they will not list "model ads" unless you take out like a half page thing, AND talk to their supervisor to make sure you are legit.
That was a huge red flag, and expense. So I passed on that.
I did what some of the others here recommended. The name's escape me at the moment, but I went for the underground scene. College newspapers, messageboards, MySpace, and other such networking sites.
I also gave a few "key" networking people the head's up in the dance clubs I used to go to, and they spread the word. The bad thing is when I would go to my old haunts, I was flooded with people annoying me all night showing me their feet, and asking questions. I do not mind so much to a degree, but a loud ass dance club's not the place to talk business. So I would flip em a card, and tell them to call me during business hours some other day.
But as the saying goes, it's easier to keep a model then find new one's. So we treat ours well, and then tell them if they refer others we'll pay them a 'referral fee'. Nothing gradious, but a little something extra as a thank you.
Through that, and keeping my networking profiles active, as well as a few other things. The models and girls contact me now. So I rarely have to recruit anymore. Just meet with them, sort out the flakes, and those who are not a good fit for our stuff.
I used to get contacted by a TON of males, but eventually I got the point across we shoot ALL FEMALE and NO MALES. So we are not interested. We did have some of those pimp hat types, who would tell us that they could line up the women for miles, and the trade off is we would have to show them the business, give them referral money, and all these other things.
Out of a few dozen in the past two years, not a single one could ever deliver what they claimed. So we always tell the pimp hats, you deliver everything you say you can, and THEN we'll talk. Until then, fuck off.
Same with referral for them. If they want an 'agent fee' or finders fee, then you get it from the girls. Not us.
We have some women who wanna 'negotiate' as well. They want more for less. We've also had some who want more money, but then will give us an all day shoot, etc. But I will not budge. I need a lot of faces to fill up three sites, and different looks, and whatever. Not a month's worth of reruns of the same girls.
We also have the strip clubs who always contact my business partner and want to work out some deal for cash. We get access to their girls in exchange for money. Again, I pass. We pay this, and the do this. Period.
Plus doing it my way, we get fresh college cuties for our sets. Not rundown half drunk, half stoned, rode hard, put away wet type of looking girls. When you deal in 'girl next door' type of things. They need to remotely look like they still have some innocense left. Not danced it away in the bar, or up their arm.
All that said, I would recommend to anyone getting into content providing to follow the advice given by others on here. Work the underground scene, college campuses, messageboards, chats, and networking groups. Sure it's harder at the beginning, but you just get a better group of girls to work with, and less flakes.
As for all the dudes or pimphats who claim they can deliver this or that. Just blow them off, or tell them the same thing I have. You deliver (fill in the blank) many girls who I can use, willing to do this, and whatever. THEN we'll talk about some form of compensation.
