Yea that only goes so far untill someone that didn't send a gift has a user name bobbuttfuck87645 that no one has ever heard of.
My solution is simple, by getting in for a $10 donation (or more if someone wants) that will weed out the trash and send a gift to charity. Additionally, the sponsor of the event will get exposure. Finally, by keeping the exchange between trusted members that know each other through business makes it that much more personal and enjoyable.
