With all the knowledge and history the West knows about the region and terrorists why do they continue to make the same mistakes?

Hammas have a chance to moderate themselves.. if they dont take this chance they wont be around for long. Corruption was well established in Fattah and Hammas like all political groups is open to corruption but i doubt the culture within Hammas would allow it to become pandemic.
