In a place like Wisconsin I can imagine that there aren't a ton of incidents to report to. That means there is some downtime.
What do you expect a guy to do? If you're not occupying his free time with activities and duties he is going to look for something to do.
Personally I could care less if he surfed porn 8 hours a day if he had nothing better to do. I'd appreciate it though that when someone steals a car that they find the damn thing and not just pass it off as an "oh well sorry" incident.
