Japan was invading lots of places in the Pacific.
They wanted Hawaii for a military base stepping stone to Alaska.
Japan had no oil to fuel their war machine.
It was probably a damn good idea to have the Pacific fleet sit in a Pacific base with all that shit going down.
Besides it wasn't like Japan was some push over that we just had to take advantage of.
