If this is happening to you weekly, then you can always set up your auctions as "Immediate Payment Required". The auction doesn't end until payment is received via PayPal. It's a good idea to do this if you sell electronics and other "high fraud" items. A bid is a legally binding contract, but unfortunately eBay doesn't protect the seller. The seller has to cover their own butt's, like not paying for a pre-order until the customer has paid you.
File for you FVF's and move on. He'll get a strike against his account and after three, he's out. As far as negative FB goes...don't neg him unless he neg's you first. If he give's you negative FB, then give it back to him. You can always file for mutual withdrawal if it comes down to it.
eBay is a frusterating place, at times. I have a store and am a P.S. but there will be plenty of NPB's and that is the price you pay for using eBay as a venue. If you have a store there, you know all of this stuff, just don't let the deadbeat's get you down.
