Are you thinking about limiting it to just the first 4 affiliates that manage to reach the magic join number?
Maybe do one as an all inclusive (Airfare/hotel/guide) and another one if the person sends maybe half or more of the joins for the all inclusive trip - cover part of the trip - like either air or hotel.
