That in some limited instances may prove effective, but that assumes the website has tagged their content properly, and further assumes the parent, and/or perhaps the minor themself, has enabled content management.

Those TLDs do not exist globally (some ISPs, etc unofficially support alternative TLDs, but most do not); ICANN likely won't add them for a long time, if ever due to the complicated issues involved.

Require the person to:
1. mail in (or perhaps fax / email) in a copy of government issued photo ID (ie. drivers license)...
2. accompanied by a notorized form
3. require credit card payment / authorization (this does
not prove age, but rather allows one to utilize AVS - see below) on-line via credit card ... or payment via cell phone
4. see if AVS result (if credit card) corresponds to the address shown on photo ID ... and/or that the cell phone (and/or sms) number is associated with that person (not yet feasiable due to privacy issues, but may be in the future)
5. send a registered postal mail to the person... and/or call (or sms) via cell phone (would require cooperation of cell phone companies)
Back in the day of computer BBSes, the ones that had the best success in verifying age required people to actually mail in or fax in photo ID, etc and then very importantly the BBS operator made clear they would then follow-up by calling the person to verify.
Bottom line is that age verification is extraordinarily difficult to do solely in the computer realm alone.
