I am currently working on a draft of a white paper addressing different age verification techniques and website accessibility issues such as:
1. Click-through Agreement "Yes, I Agree."
2. Digital Signatures and Secure Servers
3. Birth Date entry by surfer and Perjury Statement
4. Tagging Content with a rating for Browser Accessibility on a machine language level, (Think V Chip)
5. Using Metatags
6. Using TLDs such as .kids and .xxx
And, any other method that someone can suggest.
The paper will consider each method by examining its legal ramifications, technological availability, copyright issues, and First Amendment implications such as access to protected materials, filtering by third parties, and creation of a safe harbor.
