If it's an ambition and he's got time and money for his "hobby", hell, good luck to him!
There are a growing number of people obviously intent in either moving out of what may be described as "civilized countries" and to places with more freedoms and other benefits. Some obviously become nationals and others just residents, but the underlying reasons seem somewhat the same as your husbands aims ie "escape from civilization".
