I can't think of any scripts off-hand, but here's a free Windows software that will allow you to do it:
http://www.virtualdub.org.
After downloading and unzipping. All you need to do is open your video file. Scroll thorugh the footage by moving the slider across until you reach the paticular frame you wish to capture. Then just click on video in the menu bar and select 'Copy source frame to clipboard Crtl +1'.
