Manipulating Browser Encoding Properties

Is there a way to manipulate a surfers browser properties while they are on my site? I assume many non us & non western european surfers have their browsers set to whatever encoding method that is applicable to their language & characters, however, If I have a page encoded in utf-8, a surfer with his settings at asmo 708 will see my page in a completely different way, & 99% of the time, it will look extremely fucked up & not make any friggen sense.

Common sense dictates that the surfer have their settings at auto select, but common surfers are not that smart, & have it on their browser languages default.

I want to change this so that ALL visitors see my site in utf-8. How can I code my page so that it changes the surfers view encoding to utf-8 while they are on my pages, but put it back the way it was when they leave?

Please keep in mind that the meta <meta http-equiv="Content-Type" content="text/html; charset=UTF-8" /> only works if they have auto select turned on.
