Scat is legal in most South american countries, was legal in the US (but it doesn't seem to be anymore) but it's not in Canada.
Regarding the huge japanese scat movies productions, I guess it's legal there.
I don't know about the rest of the world.
It's a tiny niche (and quite special I must admit) but you can make good $$$ is you have some extreme/fetish traffic.
