Nothing wrong with one company doing two different offers, with two entirely different pricing structures and appearing to be two different companies- it's called market research and is done all the time. If you figure out this is what's happening, by all means, simply jump on the best deal!
However, the DNS server has nothing, and I mean absolutely NOTHING, to do with the actual server that hosts the pages in question, except to point to them. DNS services can not only be shared among competitors, but often are. You need to do a trace route on the different IP's to determine if they are on the same network, which MAY mean that they are owned by the same comapany.
