Not only there is the PAL / NTSC issue, there is also the "zone " issues.
If you have a major studio dvd from Europe, it will not play on an american player.

For a regular stand-alone player, you could always hack the firmware ( I did that for my apex 700 which is now an Offa 777 ... ) so that it plays the different zones and circumvent the macrovision issue.

If you are using a computer, you can use AnyDvd software to null the region and macrovision.
Then you just need to convert from PAL to NTSC.
I do that nearly daily , but I recapture the whole movie in NTSC as an avi file thru my professional TenLab converter ( with TBC ).
Some software offers conversion PAL -----> NTSC, but it is very poor quality.
