simplest way to handle the situation
1) remove young offenders act so that kids take responsibility for their actions
2) try young offenders as adults
3) stiffer sentences for 3 time offenders
4) hold parents accountable to pay for damages their kids cause
5) after 2 offense or more serious crimes that involve jail time - kids are immediately enlisted in Canadian military for boot camp 3 for years. Failure to complete boot camp adds another year onto it.
6) offer higher rewards for information on gangs etc.
I'm sure with these new rules in place that kids will think twice before pulling any trigger or robbing any store.
