Ya sometimes wonder!!
It's the same all over tho - not just in Canada.
Got a law friend who was doing some "other stuff" and ended up playing the role of security guard in a store. She was doing what law were trained to do and drinking coffee in the back store when she heard a gunshot. She gets into place and establishes how many are involved, where they are etc - two guys with masks and two arms a piece. They had shot in the direction of the cash point and the girl there had dropped to the floor (assume shot at that time). So.. she shoots a hat off one and the shock set in - one ran out the door, the other stood and froze.
Anyways, this masked "raider" is on the floor and disarmed and she pulls his mask off. It's a kid about 14 years. The police caught the other and pulled him back into the store and he was even younger, 13 years.
I ask WTF they will do with them and how long before they are on the streets again. She reckoned a few weeks in Juvenile Hall and they will be walking again
The girl at the cashpoint was fine - she just fainted - best place for her at that time.
