All the non-360 xboxes are modable, yes. Everybody's got a different opinion on the "best" way to mod one, but what I've been doing on friends' boxes for years is to get an Xecuter3 Pro chip, solder it in, replace the HD with a 250GB IDE (Maxtor or WD works best I've found) and run Avalaunch as your dashboard.
If you (or a friend) can solder, you're set. $50 for the chip, $250 for the HD, and you're sailin'. Instructions on the web here:

On my box I have 60 xbox titles, 30 full length movies, 4,000 old-school arcade MAME ROMS, stream music and photos from my networked PCs, and a quick way through dvd2xbox to take a rented game and dump it on the hard drive for good. The people at Blockbuster look at me like I'm crazy, returning a game 30min after I rent it.

I won't get a 360 until I can replicate mine's functionality.
