thats NOT alot... think of it this way... a 'default' mail server can send average 15 mails per second... which is 54,000 an hour... a tuned basic mail server sends about 50 per second (180,000/hr)... and peak at about 80 second (that doesn't even count multi domain single message delivery. etc)
even if you had a domain iwillmailyouonstuesday.com and someone signs up monday... and you mail them tuesday... 75% will still complain its 'spam'.
as for the class C thing.... if the spam traps catch more the 3-5 ip's in a broadrange of the same /32 they ban the whole /32.
OR
if the Domains pointed to said IP's have a black listed whois record information or portion there of... then the whole class C is banned...
plus last I heard split uses verio bandwith (premium stuff) and a BAD place to mail through...
