What they need to do is figure out a way to sterilize people from birth. Then to have a child, you need to have your reproductive organs "activated" so to speak. You can have sex all you want before being "activated", you just can't father or mother a child.
Some could say it would be denying someone a basic human right, and others like myself, would say that if you qualify to become a parent, then you can become a parent. If you are unfit to raise a child, you simply cannot have one until you are deemed worthy by a government appointed sanctioning body.
Almost 100 men in rival Indo-Canadian gangs in Vancouver have been murdered since 1994, often execution-style, over drug deals gone bad.

The brazen nature of the violence was highlighted recently when an 18-year-old black man was shot at church while attending the funeral of a teen killed by apparently gang-related gunfire.
Ship all n1ggers back to Africa and send the guns there with them. Either that, or have the Skydome fitted into a Roman-style gladitorial pit with bling bling and chromed out Escalades as prizes for sub-humans to fight over using rocks, sharp sticks, etc.
