not sure if he is out of context or the reporter is , but he is completely right..

Its illegal for people to VIEW obscene content in polk county. If the distribution takes place in polk county then the distributor is also liable , BUT in most cases the distribution does not take place in polk county only the viewing , and that part is illegal.. so they can only charge the viewer not the website owner.. ( unless he is distributing in polk county )

I think what he was trying to say is that , other employees , even though they dont live in polk county could be liable if they helped distibute it from polk county to polk county.

He doesn't mean he can charge the owners of a website in afghanistan for porn that a polk county resident viewed.
