Although, even in that case, I pretty sure any DC will give atleast one warning to the host before ANY such action. So the host, SI in this case, could have discontinued service / access to Bdjuf to avoid it going on and getting fined

This is true and I agree, but in my experience it's also going to depend on the amount of complaints, getting an entire class C banned is some pretty hardcore shit. I am not familar with this entire situation, it appears Bdjuf was notified that he did bring a fine, but only a couple people know exactly what happened.
I do agree there should be a warning, but if you take on a ton of complaints and get an entire class c banned the fine may have came with that. I am not 100% sure though
