Papagayo is ok. The beaches are close and its a cool neighbourhood. Its a 10 minute drive to Willemstad. During the day you can take busses there.
The food is ok as well. Very diverse and cheaper as in Holland. What you definetely want to do if you come over is visit the sea-aquarium and swim with the dolphins.
75% of people speak dutch here. They prefer papiamento but they can speak dutch.
