If the article was about customers who bought pirated videos, counterfeit purses, modchips, etc I'd be incline to agree somewhat ... but definitely not when it centers around child porn.
The editorial rules regarding reporting child porn is different in large part because many in the public at-large, at least here in the States, considers child porn far more vile than most other crimes, such as murder.
So it's quite possible that people falsely accused could sue and possibly get somewhere ...
A more immediate threat for journalists / organizations who
falsely accuse, by accident, truly innocent people of child porn is violent retribution by those falsely accused.
In a nutshell, for all practical purposes, the newspaper can't publish those names, even if they were certain they were legit orders ... the price of being wrong even once is just too great.
