When I moved from one city to another, and also changed emailaddresses(since when I just started I used my ISP email) I was kinda shocked, all those programs did send me details like account changed on my NEW emailaddress...NOTHING on my old emailaddress...

Yes sir. The program will email the "old" email address. So even if the "hacker" tries to be smart and change just the email address first for then to come back later to change the rest, the original webmaster will be notified
So NO info can be changed with out the webmaster knowing about it.
